The Fortieth Congress
Mr. Steven’s additional reconstruction bill was passed by the House on July 9, and sent to the Senate. Here a bill introduced by Mr. Trumbull was under discussion. Amendments to it allowing Commanding Generals to appoint civilians to office, and excluding from office all who held executive or public office in any rebellious State, were adopted on July 10. The bill was finally adopted as a substitute for the House bill on July 11. This was carried to the House the same day and referred to the Reconstruction Committee. On July 12 the Committee referred the bill back with amendments, which were adopted by the House and the bill returned to the Senate. The Senate disagreed to the amendments, and a Committee of Conference was the result. This Committee reported promptly on July 13. The bill was passed by both Houses and sent to the President the same day. The House subsequently appropriated $1,648,777 for reconstruction purposes; the Senate amended it by substituting $1,000,000, and the House agreed.
