RECONSTRUCTION MEASURES
The Reconstruction Committee
of the House on January 13 reported a new Reconstruction Bill of a very important
character, and having for its purpose the early reconstruction of the Southern States in
spite of all obstacles on the part of the President and the late rebel citizens of the
South. First of all it declares that no civil governments at present exist in the States
of Virginia, North Carolina, South Carolina, Georgia, Alabama, Mississippi, Louisiana,
Texas, Florida, and Arkansas. Secondly, the General commanding the army is authorized to
enforce all the reconstruction laws of Congress, is empowered to remove from command all
officers above the rank of colonel who may be in command at the South, as well as all
civil officers now acting under the several provisional governments of the Southern
States, and to appoint others to the same positions. Thirdly, the authority to detail
military commanders to the Southern departments, conferred on the President by all former
acts, is repealed; in short, this power reverts to General Grant. Fourthly, the President
is forbidden to order any part of the army or navy of the United States to assist by force
of arms the authority of either of the present provisional governments of the South in
opposition to the authority of the United States.This bill was read in the House on January 13 and recommitted to
the Reconstruction Committee for further consideration.
